... are the two keywords that connect the diverse tasks of regulatory offices. The District Regulatory Office provides special services for the entire district area.

Our aim is to consider general municipal and economic interests within the scope of regulatory action. As far as possible, service for citizens is the focus of daily work.
 

Tasks and figures at a glance

General hazard prevention and supervision:

Monitoring the reliability of the following individuals:

• All those who handle firearms for hunting purposes.
• All those who handle explosives for private purposes (e.g., manufacturing ammunition).
• All those entrusted with significant financial values of their customers for real estate (brokers, developers, property managers).
• All business operators who fail to pay taxes or fees or have a criminal record.
• All those who professionally protect the lives and property of other individuals (security guards).

Monitoring compliance with legal requirements:

• in hunting and fishing, in the chimney sweep sector,
• in artisanal or commercial activities (illegal work)
• in the area of the Prostitute Protection Act,
• in the execution of the security industry.

 
Supervision of the 13 local regulatory and commercial authorities in the district area.

700 real estate and financial brokers as well as 2,700 hunting license holders are registered in the Oberbergischer Kreis.

28 chimney sweep districts and currently 233 hunting areas, 63 hunting and six fishing cooperatives fall under local supervision.

Approximately 200 people take the fishing examination and 30 the hunting examination annually.

Residence and nationality:

Shaping immigration and controlling the influx of foreign individuals into the district area by deciding on

• entry,
• residence,
• employment,
• integration, and
• naturalization

of foreign nationals living (or wishing to live) in the district area. Enforcement of existing departure obligations also falls within this area.

Clarification of questions that may arise in individual cases regarding German nationality and name regulation.

The services of the “Residence and Nationality” department are primarily utilized by approximately 34,500 foreign nationals living here. 35% come from the European Union, 15% from Turkey, and 50% from 140 other different countries. In 2023, 900 individuals were naturalized. Supervision of the 13 local registration, ID, and passport authorities as well as the registry offices in the district area.

Punishment of administrative offenses in road traffic

• Speed monitoring is currently carried out with 7 stationary, one semi-stationary, and four mobile devices.
• All measurement points are coordinated with the police regarding accident frequency and specific danger spots and can be viewed online at the following link: www.obk.de/messstellen.
• Initiating administrative offense proceedings and setting the corresponding warning and fines.
• Processing fine proceedings initiated by the police.

With speed monitoring, the fines office contributes to ensuring that prescribed speed limits are adhered to, thereby increasing road safety in the Oberbergischer Kreis.

Furthermore, other traffic offenses are punished, such as disregarding overtaking bans and red light violations, not wearing seat belts, illegal mobile phone use while driving, or detected technical defects on vehicles.

Punishment of general administrative offenses

Processing administrative offense proceedings reported by the specialized offices of the district administration and other authorities. These include, for example, violations in the areas of

• building law,
• weapons law,
• food law,
• the Act to Combat Illegal Work, and
• environmental law.

By consistently punishing unlawful behavior, we aim to protect you from economically harmful illegal work, environmental pollution, unhygienic or spoiled food, etc.
