Riding sticker/license plate and riding regulations

Upon payment of a riding fee, riding in open countryside and in the forest is permitted beyond the general use of public roads on private roads and paths. Restrictions apply in the forest, where riding is limited to driveways and specially marked paths (e.g., where a no-riding sign is posted under traffic regulations). Leading the horse is generally allowed on all paths. Cross-country riding is generally not allowed.

As proof that the riding fee has been paid, a license plate with a valid annual sticker must be visibly attached to the horse. The riding fee is earmarked for the construction and maintenance of riding trails as well as for certain compensation payments and is managed by the Cologne District Government.

With the initial issuance of a riding license plate, the Environmental Office previously informed about the restricted zones applicable in the Oberberg district. Due to an amendment to the NRW State Nature Conservation Act (§ 58 Riding in open countryside and in the forest), these restricted zones have not been in effect since January 1, 2018.

The purchase of license plates and stickers is possible from November for the following year. Only individuals residing in the Oberberg district can apply for the issuance of license plates and stickers.

Costs:

• Initial issuance of riding license plate with stickers: €39.00

• Stickers (renewal): €35.50

• Initial issuance of license plate with stickers for riding stables: €89.00

• Stickers for riding stables (renewal): €85.50

• Loss/replacement license plate: €10.00

• Loss/replacement stickers: €10.00

These amounts include the riding fee of €25.00 or €75.00 for riding stables.

Revenue from the riding fee is earmarked for the construction and maintenance of trails used by riders as well as for compensation payments to landowners whose paths have been significantly damaged by riding traffic.
