District presents report on support services for elderly and people in need of care Under the Elderly and Care Act NRW, districts are obliged to prepare a "Local Planning."

Oberbergischer Kreis. The Oberberg District has published the Local (Care) Planning 2025/2026. This includes an inventory of the offers, a review of the quantity of these offers, and, if necessary, measures for the establishment, securing, or further development of offers. 

"The Local Planning provides a comprehensive overview of the currently existing offerings in the area of care and support for the elderly and those in need of care in the Oberberg District. In addition, the report contains well-founded forecasts on the expected development of care needs until the year 2035, as well as the resulting requirements in the various pre-care and care supply areas. Both the supply and care structures at the district level and the developments in the individual municipalities are considered," says Ralf Schmallenbach, District Officer for Health, Youth, and Social Affairs.

Overview of the current supply status and basis for targeted planning

The report covers areas of complementary assistance, i.e., for example, low-threshold and pre-care offers; outpatient and inpatient care, up to the currently existing living and care forms. A small-scale analysis makes regional differences within the district area visible and highlights challenges arising from demographic change and the changing requirements for care.

With the Local Planning, all actors in the care sector as well as the municipalities of the Oberberg District receive a reliable data basis to shape the further development of care supply structures in a needs-oriented and future-oriented manner. The Local Planning makes a central contribution to this by creating transparency and providing a common basis for sustainable decisions.
