Animal by-products, disposal of animal carcasses and food waste

Animal by-products (ABPs) are all residual materials derived from animals that are not suitable for human consumption and other animal-derived products that are no longer intended for human consumption. These should be utilized or disposed of safely to ensure that neither human and animal health nor the environment is endangered.

Animal by-products are classified into one of three categories based on the level of risk they pose to human and animal health.

Materials that are risky for human or animal health are assigned to Category 1, while relatively harmless materials are assigned to Category 3. A list of materials classified into each category can be found in Articles 8 - 10 of Regulation (EC) No. 1069/2009.

Strict separation of the three categories from generation to disposal is the basis for secure processing and harmless disposal. If different categories are mixed, the mixture is assigned to the category with the higher risk.

Dead animals, slaughter waste, and food waste from Categories 1 and 2 must be disposed of via an animal carcass disposal facility (TBA). Exceptions exist for dead dogs, cats, and other small pets; they may be buried on a case-by-case basis.

Individual animal bodies of pets (dogs, cats, birds, etc.) are not subject to disposal at a TBA if they

• are buried at specially approved sites or facilities (e.g., pet cemetery) or

• are buried on private property, provided it is not in water protection areas and not in close proximity to public paths and places, or

• are incinerated in an approved facility (pet crematorium).

For equines, since the amendment of the Animal By-products Disposal Act (TierNebG), it has been possible to apply for an exemption permit under § 4 (2) TierNebG at the responsible veterinary office.

Disposal of commercial food waste is generally not permitted via residual waste bins or organic waste bins.

According to waste management regulations, commercially generated kitchen and food waste (e.g., in restaurants, catering businesses, party services) must be processed in a biogas or composting facility.

Kitchen and food waste of animal origin, raw milk, fresh fish, or fish by-products that are no longer suitable for human consumption and are to be disposed of in biogas or composting facilities are classified as animal by-products under animal by-products disposal law and must be handed over to approved disposal companies.

Anyone who owns an animal and any business operator (license holder of a gastronomy business or slaughterhouse) must immediately report to SecAnim GmbH if animal bodies or other food or slaughter waste have been generated.

For deceased cattle, the cattle passport must be included! When disposing of a deceased equine via the animal carcass disposal facility, the equine passport must be handed over to this company upon collection.

No additional documentation is required.

Upon collection, SecAnim GmbH provides a collection receipt as proof of the animal's whereabouts or as proof of proper disposal.

Animal bodies and animal body parts (slaughter waste) must be disposed of via the responsible animal carcass disposal facility (TBA):
