There are different options to meet the need for domestic services:

Domestic help through outpatient care services

Outpatient care services usually offer not only care services but also domestic assistance for those in need of care. Additionally, there are care services that provide domestic assistance independently of caregiving services.

Domestic help through mini-job workers

Domestic help can also be provided through the employment of a household helper within the framework of a mini-job. The household helper must be registered by the person in need of assistance with the mini-job center. Domestic help through commercial providers

Domestic assistance can be ensured by utilizing a commercial provider of domestic services. There are some commercial providers who, in coordination with the Office of Social Affairs, can bill their services within the framework of social assistance. If you are a commercial provider of domestic services and wish to bill your services within the framework of social assistance with the Oberberg district as the responsible social assistance provider, you must enter into an agreement with the Oberberg district. You agree to bill your services at an hourly rate of currently 35.00 euros, including travel costs, and to meet certain quality standards for the services provided by adhering to the minimum requirements for domestic services for the elderly in NRW. Information about your commercial domestic service offerings will be published on the Oberberg district's website and the municipal senior and care counseling centers will be informed.

Depending on the method by which domestic services are accessed, the expenses can be covered either through self-payment or within the framework of benefits provided by long-term care insurance (SGB XI) as well as social assistance (SGB XII).

Domestic help within the framework of long-term care insurance benefits

Individuals in need of care as defined by SGB XI, who have been granted a care level and are cared for in their own home, are entitled to a relief amount of up to 131.00 euros per month, which can be used for support services in everyday life, including relief for caregiving individuals through assistance with household management (domestic support).

Additionally, individuals in need of care from care level 2 onwards are entitled to care services in kind and generally have the option to bill domestic assistance through an outpatient care service.

Domestic help within the framework of social assistance

Individuals who require domestic assistance in a home setting and cannot cover the costs from their own funds or through long-term care insurance benefits are entitled to have the costs of necessary domestic assistance covered by the Oberberg district as the responsible social assistance provider within the framework of assistance with care or assistance with household continuation. The provision of benefits is not dependent on receiving a care level and is determined on an hourly basis by the social assistance provider. If entitlement to benefits for domestic assistance is established, this can be provided either through a mini-job worker or a commercial provider. For a mini-job worker, an hourly rate of 16.00 euros plus social security contributions is recognized and covered.
