Export license plates / customs license plates

You want to transport a vehicle abroad.

• Your primary residence is in the Oberbergischer Kreis

• or you live abroad, and the vehicle is located in the Oberbergischer Kreis
  

From March 15, 2023, a mandatory vehicle inspection for identity verification is required.

Additionally, the identity and roadworthy condition of the vehicle can be confirmed in writingandwith photos of the vehicle and the Vehicle Identification Number (VIN) by the vehicle dealer. Alternatively, this confirmation can be provided by an officially recognized expert from a technical inspection organization. Both proofs (not older than 7 days) must be submitted when applying for an export license plate.

Furthermore, the purchase contract or invoice must be attached. 

If the vehicle is exported to a non-EU country, a customs clearance certificate from the customs office must be presented.

A.   Export - Used vehicle from Germany

Required documents:

• Registration certificate Part I (ZB I / vehicle registration)

• Registration certificate Part II (ZB II / vehicle title)

• TÜV certificate

• Purchase contract or invoice if your primary residence is abroad

• ID card / foreign passport (original)

• Insurance confirmation (yellow/green = insurance card for customs license plates)

• SEPA direct debit mandate (for 1 month of vehicle tax)

• Without IBAN: first visit the customs office with vehicle documents

• License plates (for registered vehicles)

B.  Export - New vehicle from Germany

Required documents:

• Registration certificate Part II (ZB II / vehicle title)

• EU Certificate of Conformity from the vehicle manufacturer (CoC paper)

• Purchase contract or invoice if your primary residence is abroad

• ID card / foreign passport (original)

• Insurance confirmation (yellow/green = insurance card for customs license plates)

• SEPA direct debit mandate (for 1 month of vehicle tax)

• Without IBAN: first visit the customs office with vehicle documents

C.  Export - Used vehicle from abroad

Required documents:

• Complete foreign vehicle documents

• EU Certificate of Conformity from the vehicle manufacturer (CoC paper) or full inspection

• TÜV / HU valid at least for the duration of the customs license plate

• For foreign TÜV: valid at least for the duration minus 1 calendar month

• Purchase contract or invoice

• ID card / foreign passport (original)

• Insurance confirmation (yellow/green = insurance card for customs license plates)

• SEPA direct debit mandate (for 1 month of vehicle tax)

• Without IBAN: first visit the customs office with vehicle documents

• License plates (for registered vehicles)

Special case:

If your primary residence is abroad and you authorize a third party for registration:
